North Caldwell's October Runs Through a Caldwell Library Card

North Caldwell has no public library, and much of its fall calendar happens just past the borough line. The borough does have a written policy about that. It refunds half the cost of a Caldwell Public Library card, up to $75 per household. That same library runs the best October programs at Grover Cleveland Park. So a $50 card, after the refund, is the closest thing North Caldwell has to a season pass for the next four weeks.

The Card, Priced Out

The Caldwell Public Library sells memberships to people who live in other towns. It lists two levels, and North Caldwell and Essex Fells are the only towns it names for the 50% refund.

Out of Town Standard Out of Town Plus
Annual price $100 $150
North Caldwell refund at 50%, capped at $75 per household $50 $75

Look at the Plus row. Half of $150 is exactly $75, the most the refund pays. So the Plus card is the most expensive membership the refund still covers by half. Above that, the cap starts eating into it. Both levels come with Libby through OverDrive, Kanopy, Hoopla, the digital Star-Ledger through NewsBank, and digital New York Times access. Some households pay for one or two of those separately, which can make the $50 net cost look different.

The refund itself takes one page. North Caldwell's Library Fee Reimbursement Request Form asks for your name, address, membership term and signature, with the receipt attached. The borough says it mails a check, typically within four to six weeks. If you join in early October, the refund should arrive before the end of the year.

Why This Fall Is Different at the Library

For five years, the card would have bought you a library without a permanent home. In 2021, a flood destroyed the building the Caldwell Public Library had used for more than 100 years. Construction on a new building at 80 Bloomfield Avenue started in spring 2025. The library moved in during June 2026 and opened to the public on Monday, June 29, at 10 a.m.

That makes this October the library's first fall season in its new building. It also explains why the library's name appears on programs a mile or more from Bloomfield Avenue. The "CPL Nature Series" listings on the Grover Cleveland Park Conservancy calendar ask you to reserve through [email protected]. The library books the walks, and the park hosts them.

Four October Dates at Grover Cleveland Park

Grover Cleveland Park is an Essex County park on Brookside Avenue, listed as Caldwell/Essex Fells. Most fall events there center on the Pond House. The Conservancy's event listings give the address as 140 Brookside Ave, Caldwell. Here is the month in order:

  1. Wednesday, October 14, 4 to 5:30 p.m. Fall Foliage Walk. Naturalist Jenny Aley and the Grover Cleveland Park Conservancy lead a walk through the park's trees, tied to its self-guided tree walk, which has more than 47 trees labeled and cataloged. A presentation and refreshments follow in the Pond House. Reserve a spot by emailing [email protected].
  2. Monday, October 19, 4 p.m. Forest Bathing. The second CPL Nature Series event of the month, also at Grover Cleveland Park, also reserved by email.
  3. Saturday, October 24, 1 p.m. Strut Your Mutt. Essex County's annual Canine Halloween Costume Contest at the Pond House. Registration starts at 1 p.m. and the parade at 1:30 p.m. Entry is free, and there are prizes.
  4. Saturday, October 31, 10 a.m. to noon. The 25th Annual Halloween Parade. The Grover Cleveland Park Conservancy holds it on the Great Pumpkin Meadow behind the Pond House. It runs on donations only, and the rain date is Sunday, November 1. The Conservancy says the event draws hundreds of families, volunteers, students and local leaders.

The two weekday walks start at 4 p.m., which is tight for anyone commuting. The tree walk is self-guided on any other day, so the 47-plus labels are there whenever you are.

October 24 Asks You to Choose

The Saturday before Halloween has two events in two different Caldwells. Strut Your Mutt runs in the early afternoon at the Pond House. Later that day, West Caldwell holds its 7th annual Trunk or Treat & Halloween Costume Parade at Essex Valley School, 1 Henderson Drive. The parade starts at 4 p.m. and trunk-or-treat runs from 4:30 to 6 p.m.

The times barely overlap. With a dog and a child in costume, you can do both in one afternoon, with time for a costume change between the Pond House and Henderson Drive.

Bloomfield Avenue, Between the Park and the Stacks

The library at 80 Bloomfield Avenue is a short drive down the avenue from GroundHouse at 307 Bloomfield Avenue in Caldwell. GroundHouse combines a coffee lounge and social space with a sauna and cold-plunge facilities. A March 2026 profile announced its opening that month. News 12 visited in September and covered it as a business that blends coffee, wellness and community under one roof. After the foliage walk, a cold plunge is one way to end a mid-October evening.

Plan your parking for the week of October 9. Caldwell's Kaplan Municipal Parking Lot, also known as the Gould or Jack's Lot, closes for resurfacing starting at midnight on Friday, October 9, and stays closed through Tuesday, October 13. It is expected to reopen Wednesday, October 14, weather permitting. The lot should be back in time for the October 14 foliage walk, as long as the weather cooperates.

Downtown Caldwell parking is changing in a bigger way too. The borough reported on September 15 that it was demolishing the remaining downtown parking deck. That means fewer downtown spaces this fall than last, even before the lot closure.

One Opening to Watch in the Other Direction

Bloomfield Avenue also runs toward Verona, where Tiki Bowls is set to take over the former Green Point Juicery space at 532 Bloomfield Avenue. The juice shop closed September 27, and no opening date for Tiki Bowls had been announced as of October 5. It is a small change on a road North Caldwell drivers already use, and it is still in progress. Treat it as something to check back on, not something to plan around this month.

A Short Checklist for the Month

  • Buy the Caldwell Public Library membership at 80 Bloomfield Avenue and keep the receipt.
  • Send the receipt with North Caldwell's Library Fee Reimbursement Request Form. Expect a check in four to six weeks.
  • Email [email protected] to reserve the October 14 Fall Foliage Walk and the October 19 Forest Bathing session.
  • Put October 24 at 1 p.m. for Strut Your Mutt and 4 p.m. for West Caldwell's Trunk or Treat on the calendar.
  • Hold the morning of October 31 for the Halloween Parade on the Great Pumpkin Meadow, with November 1 as the backup.
  • Plan around the Kaplan lot closure from October 9 through October 13.

The borough's half-price library card is one of the few clear signs that North Caldwell planned for a public life outside its own borders. The rest of the month comes from neighbors, and in October 2026 that means the Caldwell Public Library and the Grover Cleveland Park Conservancy, mostly sharing one pond house.
